a state osha inspecter stopped and said i couldnt use that fan so i reached out and stuck my fingers into the spinning blade and it came to an imediate stop, he kinda looked at me funny and walked on

Sometimes common sense rules, but it's getting more and more scarce. OSHA will allow you to use a 10,000deg plasma torch, but won't trust you with an air hose. It's amazing we can produce anything these days.

Heck the wood stove I have has a plaque on it that says "caution hot when in operation". It sure would'nt be very useful if it did'nt get hot!
