That's one of the more unique formats that I've seen to present the information.
Be carefull however as the information on these types of websites gets out dated pretty quick as the states pass new laws. Check the laws of each state that you intend to travel in to get the most up to date info.
Case in point, it used to be legal to tow double in the state of SC, no more. And they started fining offenders right off the bat...$400.

A couple of points of clarification (I know you did not compile this stuf, TexasJohn, but someone might know).
A skipped number or a number with no data associated with it means "unknown"?
"In a camper, in a pick-up bed camper", etc refers to allowability of a peron in the unit referred to?
