turning peddle on 4200 jd

When I press either left or right turning peddle they will not release that wheel. This is a hydrostatic tractor.

I am assuming that you areceived talking about the individual brake pedals? If so check where the brakes linkage rods go into the axle housings. The dissimilar metals cause corrosion and the the rods stick. Lube up the rods and use a pry bar to get the linkage to release. May have to work with them to get loosened up. The hydrostatic tractor do not seem to get the brake pedals used much.
