A person doesn't need to comprehend English to understand that the load is pushing him downhill too fast and that his brakes are faded or gone to understand that an escape route is needed, whether that be a runaway ramp or the sagebrush desert. The ramp has a long approach lane, there is a center divider to rub against, he could have chosen a half dozen better options than plowing through a busy intersection. Pictogram signs warn of steep grades, other signs note an approaching intersection. I had a small amount of sympathy for this driver, but after seeing all the warning signs he had available to him, my sympathy is zero. Whatever sentence he gets won't be sufficient. If he had loaded a gun and walked around shooting at random and shot two people it would be murder, but because he grossly overloaded a pickup, pulling a trailer with missing brakes down a mountain grade it's reckless driving. In my book they are about equal crimes.That is only useful if you can know and understand what/why such a runaway truck ramp exists:
