I replaced the fuel filter and instructions are a little vague. Loosen bleed fittings how much? The primer pump does not seem to want to work very well either. I have been throught the procedure 3 times with no luck. THe tech manual instructions are also slightly diferent from the owners manual instructions. Anybody know what I am talking about?

Remove hose from inlet side of primer pump and check for good fuel flow. If you don't have good fuel flow then it's difficult to get fuel to inj pump.

On difficult to bleed tractors I insert an air hose nozzle into fuel tank filler neck blocking off remainder of neck with a shop towel and give short air bursts to help fuel along it's way.

This may help, I might take apart the filter and see if I can get the primer pump to work better and fill the filter with fuel like you said before replacing it. Thanks.
