Local place here uses a special pump to put fluid in and take it out. Transferring directly from one tire to another will likely take some creativity.

Never personally tried it, but I think this would be relatively easy with an air hose and chucks on both ends that lock onto the valve stems. As long as the sending tire is pressurized greater than the receiving tire the process should move the fluid. You may need to add/release air pressure as necessary to complete the fluid transfer process. For this I would suggest place the sending tire so the valve stem is in the 6'oclock position, and set the receiving tire so the valve stem is at the 12 o'clock position.

I agree. It is easy to get the fluid out. Refilling with the same fluid will take some creativity with a pump and air valve fittings. This topic has been discussed many times all over the net. Google can be your friend.

Just remembered you may want to add a ball valve between the chucks and air hose to prevent the fluid from squirting out when a chuck is not connected to a valve stem. I have a similar system I use when adding and equalizing air pressure between dually tires on my project truck.
