With some tractors traveling in excess of 30 MPH & inexperienced operators this does kind of make sense. Since tractors frequently are pulling heavy loads or implements and also have the option of single wheel braking this should reduce the potential for jack knifing while braking.

Tractors are noted for having maladjusted brakes. Any size. Uses who use one brake more often than the other for turning have the most problems. When road traveling and the brakes locked together applying the brakes doesn't allow even pressure.
ABS is a good idea in my opinion. Adjusting the brakes to allow even pressure is even better and cheaper.
