There never seems to be a tariff for selling natural resources to another country. Its always on the import side. In the PNW we export a huge number of raw trees to Asian markets. I don't know exactly how it works. But lets say, a log freighter goes to Asia. But this isn't a buyer of the trees. A USA company still owns the trees. These are milled and the finished product comes back as finished lumber. The Asian market never owned the raw goods. They processed them to lumber and sent them back for a fee. Is this an import?

Counts as both. We exported them to Asia as raw materials Then imported them back as finished materials.

These can serve a purpose to protect US businesses against predatory prices and unfair competition from overseas vendors (or nations)
I do believe that was the original intent.

IMHO the reason so much manufacturing has moved over seas is because their labor cost are so MUCH lower. Of course their standard of living is much lower as well.
Also to escape the need for keeping a clean environment.
I could not agree more. Having said that, can anyone see a bureaucrat reducing the size of their kingdom (which reduces their pay check).
Unfortunately this seems built in to performance standards for personnel.
I worked in a small Army topo science lab. LOT's of bright people trying to get the best bang for the buck.
For decades most of us "researchers" were involved with solving problems of the field army with minimal automation.
Sometime around the early '90's the focus of management seemed to move from minimal automation to maximum automation. About the same time the "project managers" started to focus on spending money. If one managed a million dollar project to produce a result you were rewarded more than if you could produce the same result for a thousand dollars.
So bureaucrats that oversaw 10 projects of 1 million dollars were rewarded (promoted) more than those oversaw 10 projects of 1 thousand dollars. And since we were in a transition to the personal computer age most of the higher up management was clueless and they would fund more expensive projects.

And as more and more CARB rules become fed rules industries that pollute are regulated out of business move to Canada and Mexico the discrepancy continues to increase. Example there's very few (if any) chrome plating business left in the US.the one we had in St Louis moved to Canada 20+ years ago.
Yep… it’s often not being able to comply but the cost of increasing regulation
And as more and more CARB rules become fed rules industries that pollute are regulated out of business move to Canada and Mexico the discrepancy continues to increase. Example there's very few (if any) chrome plating business left in the US.the one we had in St Louis moved to Canada 20+ years ago.
Yep… the increasing cost of compliance has closed many industries in California leaving the only choice to continue is relocation.

I guess I didn't understand the complete point you were trying to make as well. My failure.
Not your failure in the least.
People will complain about price increases whether they take a month (inflation)or 30 years (cost of living and/or dollar value). We tend to use Complaining thinking it a change factor and in some cases, it does work that way.
Not for inflation however.
