Tractor rpm problems

When using my PTO on my TC-18 it will work for awhile and then start loosing rpm. I disengage the pto and the rpm will go up and down for several minutes and finially stableize at 540 for the pto setting. Off I go and wham it starts again a few minutes later. I have changed all hydraulis fluid and filters, fuel filter, both air filters. The unit has 1680 hrs on it and this problem has been getting worse. Looking for ideas to help. I changed one fuel injector many hours ago. Really thinking this is a fuel problem.

X2, it sounds like a partially plugged vent that struggles to keep up with fuel depletion rate. When you remove the load, the vent catches up.
