Torquing PTO bolt on LT1018; how?

I had to remove my electric PTO clutch to change the drive belt. On reinstalling the PTO, directions say to torque the bolt to 37lbs. But when the bolt tightens, it just turns the drive shaft. How can I torque this?

This one is easy.because this is a (vert engine) not *** engine with shaft drive. just wrench the fly wheel side as you torq up the pto bolt to 37 ft# mine is a 2000 series and the pto is torqed to 40 ft#. hope this helps.
