Unfortunately, I always think of cab tractors as the norm, they have easily removeable panels above the pedals. Non-cabbed tractors do not enjoy that feature; apparently components under the cowl do not need servicing on open station TN's /forums/images/graemlins/cool.gif. Try removing the instrument panel and see what kind of access that provides. Can't say I ever had to remove the black panel on a non-cabbed TN as most of them are mechanical shuttle tractors.
