throttle linkage

Can't idle engine up or down on my 650, the linkage that is conected to lever to control engine speed wont move the lever. The lever is as tight as can be. Have to physically move it to shut engine off or idle engine up. The linkage works fine it is the lever that wont move. Any suggestions??

Can the lever be removed and cleaned, then oiled and put back?

Where is the lever located that you refer to? On the engine? on the governor?

Cant be taken off, unless i go through the inside. I went to jd online and was pondering that same I.P.L., I almost think it is # 14. It is pinned on.
