Problem solved - Battery was in fact the culprit.

Thanks all and Steve for the suggestion of swapping the car battery in to eliminate the jumper cable variable. It seemed like the battery or cables had to be at issue which is why I had the battery tested twice but I couldn't come up with a test to refute the independent battery tests. In many years of jumping vehicles I had never seen the jumper cables play such a factor - when using quality jumper cables that is. Hmmm, Come to think of it, I have had those jumper cables quite a while, perhaps they may need to be retired as well...
