If you want a telling look at the economy look at the major credit card companies...since they all learned their lesson and set credit limits...no more building up tens of thousands of dollars in debt by people that are beyond their means...

quarterly profits/losses (and projections) by CC companies tell the tale of what the "consumer economy" is doing...!

Staffing? Do you mean those "self checkouts" which always seem to make you wait for a real person to find time to come help you? I am finding myself frequenting the smaller grocery stores more and more. They may not have the selection of the big supermarkets, but I don't waste time standing there feeling stupid because their machine didn't find a code... again.

We've got a small grocery store a couple towns away that's pretty good in that regard. The only store I have trouble with scanners is Shaw's (supermarket). If there's a reduced price sticker on an item, you have to wait for an attendant to scan it, their scanners can be kind of persnickety about coupons too. They'd removed self-scanners for a couple years, but brought them back to most of their stores a while ago. I'm perfectly OK with self-scanning...I'm generally in and out a lot faster.
