In Soviet era, citizens were not allowed to buy professional equipment. Because nobody cared for their work, shortage rose and people started growing their own foods. To reduce the shortage, the government allowed people to use an acre for private use. It has been said that within a few years, 70% of labour intensive crops like vegetables, came from 5% of the (privately used) land.

Because A. the government failed to provide, and B. people werent allowed to own, building agricultural implements and garden tractors have become embedded in former Soviet culture.

Also there is no market system for equipment there. There are lots of old tractors but those that want them have no way of knowing where they are or even who owns them. It is kind of crazy where you have to buy new where you can find it or build your own. It seems hard to imagine.
