TE3210 3 point hitch leaking down.

I have a friends Iseki 3210. The 3 point hitch works OK except that it leaks down. By screwing the rate if drop knob in it will stay in the up position. Any suggestions as to whether it is the piston seal leaking or a leak in the control valve. Thoughts welcome as we don't have an workshop manual. Thanks.
