Oil & Fuel TD15 Decelerator Question

My FIL is working on a TD15 and they are struggling to locate anything about the decelerator. Does anyone have experience on how this works (or where it is) on the TD and how it might be adjusted or perform troubleshooting? He is suspecting the decelerator due to the symptoms. I think he said it runs ok until you idle down, or something like that. Sorry, it's foreign to me. He was just hoping this group might point him a new direction to fix the problem.

I was mistaken, the dozer will run at high rpms then after a while will drop to idle only.
