I assume you have a high low range lever also, is that in neutral by chance? Does the PTO work?

yes moved the range the PTO doesn't work

How is your hydraulic fluid level?

Also, is your parking brake on while trying to move it?

First. check ALL your fluid levels. Top off where needed with
correct fluids.

Obvious question, but I'll ask it anyway: will the tractor start easily?
If so, let it idle for awhile.
PTO should work. In neutral, low range or high range.
If it starts (PTO must be off and Range must be in neutral to start).
Once started, engage the PTO (push the PTO lever all the way forward)
see if the PTO is spinning. Yes it spins or no it does not.
Depress the brake pedal to disengage the "emergency" brakes.
Push the range lever all the way into low or high. (see if you have a
rabbit (fast) or turtle (slow) switch. Pick one and engage it.
Advance the hand throttle to maybe 1500, depress the gas pedal.

Sorry if the above sounds too basic. But many problems are caused by
something basic. Just making sure all your bases are covered.

No pto doesn’t work and feel no resistance on pedals
So from what you said I think you have the hydrostatic transmission.

Can you see if when you move the pedal is the shaft (going into the transmission) is moving or if the pedals are just moving on the shaft without actuating the transmission internal mechanism.

Yes they move and shaft moves. I have take tractor in half and the pump is locked up. Any helpful advice in removing the pump ?

The pumps isn't locked up the spindle coupling is worn on one side. Looks like on sticking in 3/4 of the way and alot more spline left on pump side. Do they make a coupling 1" longer or so if not any guidance on part numbers and where to buy? Should I replace the plate with the springs in on fly wheel why I have in half? Thanks
