Edit: I was so sure it was going to be something complex that I neglected to check the simple stuff first. Turns out a blown fuse was the problem. Lesson learned!

NH TC30 won't turn over. New battery. Cranked briefly (maybe a second) when I went to start it earlier, today, then went dead.

No panel lights when key turned to ignition, only the glow plug light lights up when either trying to engage the starter or when pre-warming the glow plugs.

My first guess is that one of the interlocks isn't functioning. I noticed the clutch rod isn't moving when I depress the clutch pedal, so that seems to be my first guess.

When pressing the clutch pedal, the pedal assembly rotates, but the arm that moves the clutch control rod doesn't. In the diagram below, the pedal assembly doesn't rotate the part (with no number) that the fork (part 15 in the diagram) is linked to. Thus, the rod is not pulled forward. Because of this, the clutch won't disengage. No disengage, no starter.

I don't see any shear pins in the diagram that might account for this.

I'm an inexperienced weekend warrior, so limited experience, here.

Any ideas?

Since depressing the pedal doesn't rotate the mechanism you need to figure out why. Perhaps you could have someone work the pedal while you watch underneath to find out what's slipping and why.
