TC30 surges when first started

I have a New Holland TC30. It started to surge slightly after start up and until it warms up. It runs just fine after it is warm. I changed the fuel filter and it still surges. I have been told it may be dirty injectors and to add good fuel treatment, such as Stanadyne... any other ideas ?

Make sure the low idle RPM setting is not too slow.
