My TC31 rear pto is rather hard to engage - it takes quite a bit of effort on the lever to engage or disengage. Is this normal? This is with the engine RPM all the way down and the clutch depressed. Have never even tried the mid pto to see if it's difficult - don't have any mid pto implements.

On my TC 18, if I am having trouble engaging the PTO, I just slowly let off on the clutch until I reach a point where the lever easily engages. Then I just release the clutch normally. At least on my TC 18 this seems to always work and I have yet to have any grinding noises when engaging the PTO this way.

After reading several post about this I lubricated the linkage on mine (DX33) with WD40 and it solved the problem. I do this a couple of times each year. Others have reported replacing a spring to solve the problem on this type tractor.

After re reading the original question and cardenharry's answer, I realized that he answered your question for the problem you had better. My levers for both rear and mid PTO work very easily. It just sometimes won't engage and I think the method I use just slightly moves the PTO to a place where it will fully engage. I would do what cardenharry suggests.
