TC30 does have a fuel shut off solenoid. Check the voltage to it and report.There is an electrical connection to the solenoid. That shuts the flow to fuel pump. Diesel does not have ignition so in order to kill the engine you would need to shut the fuel flow off.


I am assuming that you would like to stop the engine, a bit more elaboration would help.

An immediate way is to stall it or choke it (block air intake). Stalling a manual gear tractor might be easier than a hydro.
Fuel line likely has a manual shutoff.
Then fix the fuel shut off solenoid.

won't turn off
The fuel flow is shut off by the solenoid when there is NO power. You can kill the engine various ways as CobyRupert suggested, but the plunger on the solenoid is most likely stuck in the solenoid. If it has a rubber end to it, then the end is most likely shot or crooked and won't seat to shut the fuel supply off when the solenoid is de-energized.
