Stuck v1702 kabota injection pump

I've got a early 743 bobcat probably late 80s v1702 kabota the manual fuel shut off is stuck not the cable but the actual rod by the injector pump and I've tried to lift the pump out it only comes up maybe 1/4 inch I'm pretty experienced in equipment repair as I've worked for toyota industrial for years and cannot figure this one out even the bobcat techs are stumped as they claim it should lift right out the unit jas been parked about 4 years any help would be appreciated

There’s a cut out in the block that will allow the pump to come up.. it’s at the low idle position..
Obviously the rack is stuck, usually in the wide open position for starting..
You’ll have to remove the shut off solenoid the very first thing..(if equipped)..
Then use a brass punch to drive the rack towards low idle..
If the rack isn’t stuck, use the manual shut off lever to move the rack towards low idle and the opening..
