It is common on vineyard and orchard tractors. It is designed so that it can fold forward and give more clearance. It also acts as a sort of bumper when it is folded down. That is a N series JD but you don't usually find them on tractors with cabs. I just noticed that it is a aftermarked cab on that 5000N series. That would explain the rops with a cab.
