Oil & Fuel Strange oil leak

On the belly of this tractor, between the engine oil and hydraulic oil drain plugs, there is a bolt with a cotter key hanging straight down from a hole through the center axis of the bolt.

There's a small puddle of engine oil under it every morning.

What is it? Where's the oil coming from?

Not my tractor, but my previous tractor had a drain plug in that location for the clutch housing. Dripping oil form it would have ment the seal on the engine side or the tranny side was leaking.
