I can't move the black handle under the wheel that lets you adjust the wheel. It feels like it's hitting something when I pull out on it????????

Have you tried wiggling the wheel back and forth, and up and down while trying to move the wheel height adjustment lever?

There were other discussions about this and, if memory serves me correctly, the tilt steering mechanism had to be replaced.
