Steering on 1600 series MF

I have a MF 1643 HST and I notice that if I'm sitting still and turn the wheel, it will only turn the tires a small amount and then stop. Doesn't matter what the engine RPMs are. Once I start moving, the steering has full motion. Is this normal?

No. I have around 32 hours on it. Its been this way since day one.

Sorry...I keep thinking of more quesitons! Do you have a FEL on your tractor? Does it have MFW?

Sounds like the steering cylinder may be by passing.
