I have not personally seen it on a tractor, but I recall reading that the old Lanz Bulldog tractors used a powder actuated starter.  These were single cylinder, two cycle, air cooled diesel engines with a rather large displacement.  If you did not use the powder starter it took two strong men to turn it over using a long bar on the flywheel due to the high compresson ratio.
