Starting issues on G194 ? solenoid

All I hear is a click under the shroud where the steering wheel is. It has been 2 years since I bought the tractor and as I remember the owner said there was something about starting it. It ran and he started it a few times to get it on the trailer, and then to take it off etc, so I know the starter works I just can't remember what he showed me to get it going. Am I correct in assuming it is the solenoid. If it is not then there are the safety features I would need to look at.

If it is the solenoid how do I bypass it or can I with the other safety features?
