My new 2010 John Deere 4320 was delivered the same way. I found a jumper wire under the seat that needed to be removed and the two connectors then needed to be plugged together. Now it functions as per the Op Manual. Hopefully yours is that simple to fix also.
EDIT: The jumper wire enabled the tractor PTO to run when the operator moved off the seat.
