Starter relay silanoid question

This is kinda dumb but I have a 99 king quad that the starter wouldnt turn the engine over. I pulled and rebuilt the starter and the brushes were almost gone. When I put it back together I trested the voltage at the starter nd it is only 10 volts. the battery is up. Is there anything else that this could be other than the starter silanoid?

Corroded connections. bad ground, loose connections will all cause voltage drop.
