As mentioned, each shear bolt is there to protect that part of the blower, your auger may get caught in something that the fan can't so the smaller bolt in the chain drive to the auger/augers is sheared first, as for the shear bolt on the PTO shaft, it will break easier depending of a few conditions, one being the angle of the shaft, should be 20 degrees or less and the speed of the PTO shaft,(540), if it is run too slow in heavy snow conditions you will break a lot of pins, another is the tightness of the bolt, make sure it is tight always and it will last much longer, my tractor has 105 PTO Hp and at first I would break a pin every storm, since I have been doing the above I seldom break a pin unless something that would damage the blower/tractor PTO gets caught in the blower. I always use grade 8 or 8.8 metric bolts, only threaded on the end and always with locking nuts.
