You might look at using a power rake! Depending on skill they can be a plus for just taking the top off and not ruining the hard pack that is there so there is less settling occurring then with other methods of a total till. With a tractor with draft control it would be the easiest to monitor the skim cutting of the high spots and filling the lower areas or holes from the high spots.
