Sluggish BX22 HST Pedal

Last night while looking under my tractor as to what may be causing the sluggish pedal return I noticed that there is a Damper connected to the Hst pedal. All the other linkages moved freely so I'm wondering if this may be the culprit causing the sluggish return. Has anyone checked this damper out before to see if it may be the cause? It's listed on page 75 of my parts book reference part 170.
Damper HST: Part no. K2561-42150.

The damper has a certain resistance to it. So it should be at a certain lb-f. (pounds force)

It is in the manual to what it should be. I think it is in the back to middle on the lb-f.
