Loader Slow loader on L4150

I am looking at a L4150 with, what I think at 1500 rpm , is a slow loader (BF900). Fluid is fine, new filter, 3 pt down, joystick throw fine and no diverter valve. From ground to full ht is 7 to 8 seconds. Is this normal? If not , any suggestions?
