Sloppy 425 steering (1995)

Steering takes a hall turn of steering wheel before tires turn. Replaced the tie rod ends and clhecked fluid level. There's a triangle plate the rods connect to. There's also the hydraulic steering g pump. Which is likely problem ? Tractor has 2600

I think the steering cylinders would act up on those also
