Need one for my machine. It's low flow so I do not need a super heavy duty cutter. What is a good quality budget minded cutter?

what size machine are you running? I've been happy with the brushcat from Bobcat but it's heavy. I do like it's float arms and the rollers but they are not necessary in many applications. Depends on how nice you want things to look. If you want to mow lower to the ground, don't get a mower with rollers.
I've been running a skid steer mower since 1998 and have owned three brushcats and another brand.

Good quality, low flow, is super heavy duty, good design with the height adjustable front wheel and hinged SSQA plate, but unfortunately not budget friendly.

This one is 7' wide.

I would hazard a guess that the OP is running a Tak TL140. So it should be able to handle the Brushcat fine.

I've only run it for a couple of hundred hours, but it works pretty good on material up to 3" or so. The only downside is the lack of a push bar to protect the front edge, but that's easily added.

I used the Bush Hog model and ended up buying this: Skid Steer Direct Drive 6' Rotary Cutter

It's galvanized, cuts in both directions, so virtually impossible to jam and it will cut vertically.

I don't like the front push bars, as branches and debris falls over the top and you end up with a tangled mess on top of the cutter.

After looking at some of the others, the price on mine isn't too bad! Did you watch the video? The Tree Terminator: rotary brush and grass mower - YouTube

I should mention that it cuts in both directions. I use normal for brush and trees and reverse rotation for grass and weeds.

I like this design, with the front wheel carrying half of the weight and the hinge so it doesn't bounce the machine, the best that I have seen.

Have been using it mostly on the Toolcat now.
