Rotary Cutter Should blades swing freely?

I want to put new blades on my Frontier RC2048 rotary cutter. I removed the nut, but the bolt is fixed in place somehow. How do I get the bolts out of the drum so I can replace the blades?

On my King Kutter rotary mower the main nut is tack welded. Mine is a brush type mower and the blades shouldn't be sharp.
