I thought that the first towed vehicle had to be a gooseneck/fifth wheel and the second a BP to pull double trailers?
That was my interpretation of that rule also. It allowed those with 5th wheel RVs to tow a boat or similar. Having two vehicles in tow hooked to a temporary hitch just doesn't look secure to me. I always assumed those were on the way to the border. Not uncommon to see the tow vehicle broken down and the drivers trying to switch out one of the toads.

Double towing info is available. Some states do not allow. Here in KY, as we have mentioned, the first trailer needs to be a fifth wheel/gooseneck. Max GCW <26k, max trailer length 28', max overall length 65'.

All of that said, being close to Lake Cumberland, I do on occasion see two BP's around here.

Having pulled doubles both local and line haul, I keep a close eye on such combo's when I pass one.

See those auction special tripples heading south on I25 through Denver occasionally too. I always stay well away as most look to be wrecked & not in good shape. I doubt the brakes are up to the task of stopping the other 2 under good circumstances, much less emergencies.

concerned with ensuring that professional drivers aren't 6 minutes over their allotted drive time.

Is this even legal?
Not in Florida, even with a CDL and endorsements for doubles and triples. I asked a DOT Officer one day when it blew past us while we were taking a break at a rest area. He had them stopped about 10 miles down the road, I honked when I went by!
The most offenders are the pickups pulling a 5th wheel with a boat trailer behind it. Some states allow that, but Florida isn't one of them. We still see them from time to time.

That picture reminds me of an incident that happened many years ago on either a pipeline or power line project. On a steep slope, a dozer slid and flipped killing the operator. The companies solution was the same, a stationary anchor with a cable attached to any equipment on the slope. Hazardous pay anyone?
