Good question. It might be just one of those urban legends which keep getting passed down. Apparently there was a bill in Illinois in 2012 to outlaw it. The bill was tabled, but that might be how the rumor got started.

I promise to stop perpetrating that lie.
I have ran into people that believe that is the law here is IL. And one guy last summer basically cussed me out saying I didn't know what I was talking about. There brother or some relative got a ticket for hitch in receiver and even after showing the guy that the bill never even made it out of the committee and was never passed out of the state senate or house and was never signed by the governor they were still calling me a liar.

No idea, it was in one of the comments on Reddit, someone asked if it was real, someone responded that it looked like Beam NG, and a couple of others concurred.

I'm confused what you're trying to say here, are you trying to say that more damage will be caused, or that there will be some different amount of liability if somebody runs in the back of your vehicle and you have a hitch in versus a hitch out?
Generally speaking (from what I understand) if somebody rear ends your vehicle they are considered to be at fault because they were following too closely, whether or not you have a trailer hitch installed in the back of your vehicle would not be considered to be relevant.
If they hit you hard enough to damage something on the trailer hitch sticking out, they would have hit you either way, it's just a question of whether they need a new radiator as well, or just a front bumper.

If your vehicle wasnt there in front of them, they wouldnt have damage at all...

Dont know about the law where you live, but here the one rear ending another is fault, unless the vehicle rear ended was backing up or can be proven to have been brake checking the other. In some instances the law is made simple to avoid court cases without evidence at every bump.

Generally, the rule is as @Renze said, ie: if they had not been following too closely they would not have caused the accident that damaged their car.
Therefore they are liable for their own damages and (if applicable) the damages to your vehicle.
The law does not differentiate between them running into your trailer hitch, the back of your car, or the back of the trailer that you are towing.
It is all considered to be the same in the eyes of the law.

Interesting... I almost posted that it is illegal to leave a hitch in the receiver in Pennsylvania. Apparently not so!
I must have read about pending or proposed legislation that never made it to law.
