Ball threaded into wood which is split, doesn't go all the way through the 2x2, carriage bolt holding the wood into the hitch. receiver looks new. Looks like a Texas knee knocker.

Why would someone do this? Hitches are not all that expensive. That looks like it would take lots of work.

My line of thinking, I need to move an empty trailer at my place, the stores are closed, I lent my ball setup to a buddy, I’ll make a temporary out of wood, then I forgot to remove.
