It's just because the other one is sitting and somewhat concealed. I think the load would be about the same. And that only a light duty pickup. Maybe they need to go one at a time.

That depends.

In Texas its not illegal for adults to ride in the bed of a pick up on any road per se. But anyone riding in any vehicle in an "unsafe" manner could be stopped.
