What is 'very strange' about it? A 1-ton dually towing a multicolored Humvee on an equipment trailer that has been stopped by a cop. If you're referring to the larger military looking truck to the left, I'm not sure that has anything to do with the vehicle pulled over. Looks like it just happened to be passing by as the picture was taken. It is in a lane of traffic, not on the shoulder.

And that's a RR track behind them all, not something connecting them together.
