Publicity stunt designed to fail so as to "prove" The Government Is Not Doing Enough! The US Enegery Secretary had a bad experience finding enough chargers for her EV Caravan recently. The advance team, about an hour or so ahead of the caravan, found a charger open and parked a government gasoline vehicle in the spot to "save" it for the Energy Sec and a local citizen who was blocked out called to local police to have the car towed. Really funny story.

She toured government subsidized CCS chargers. 1 of 4 was broken. Tesla drivers have no such troubles.
Years ago people thought it would be funny to ICE Tesla Superchargers. Tesla posts phone number at most every charging pedestal to call in case of troubles, including ICEing. While in Georgia there may not be a specific law against ICEing an EV charger, there is trespassing law. Police are the wrong people to call. The operator of the charger owns/leases that parking space and anyone using without permission is trespassing. Tesla will order a tow truck. The ICE will owe a tow and impound fee, plus Uber to get to the impound lot.
