Serial Number question on 135

This is the serial number on the tractor 9A I03983.

I can't seem to figure out what it is, maybe the "I" throwing it off? It is definitely an I because I double checked it. Does the I have meaning? The guy I traded with said it was an old state owned tractor.

1970, my 1967 135 farm tractor has the "I" along with many other 135's that I've seen.
