How do you get the ring above the bowl to turn off when I can't get a wrench on the ring?

The lower wrench will work better for you.

I tried both. Cant get them in there. I unbolted it to get a better grip and still no luck. It does turn counterclock wise right?

Ok I removed the bowl/filter from the tractor. Turns out it has a left hand thread. No one seemed to know that. Thanks to those who offered help.
