Rusting Tools!! NEED HELP PLEASE

Slightly different thought, is the moisture falling off the roof or coming up through the floor? Which ever one it is try placing vapor barrier between the tools and that direction. If by chance dirt floor it probably is coming up. If the building is closed with little ventilation you might benefit by using dehumidifier. If it has too much ventilation for that you might can install a fan to help move the humid air out.
