Rookie Question - R4 Valve Stems?

I went to check the air pressure in our new GL3240's R4 tires and...
the valve stem was on the inside of the rear tires????

Is this normal? And why?

The wheel can be turned around and mounted on the other side(of tractor) for more or less width between the tires and the stems would then be on the other side.
