Two questions about the Seat: 1) Manuel says the seat fold forward. I can not seem to make mind do that. 2) What does the knob circled in white on the attached picture do?

That seat looks very similar to mine.
The know you circled adjusts the height of the seat. But will reduce the suspension range of movement. It's like all thread rod with a stop, so it will take lots of turns.
I don't think you can flip the whole seat forward. But you should be able to fold the back of the seat forward. For that, there should be a small lever right where the back of the seat hinges, I believe it is on the left side. Right where the seat belt spring mounts to.

The manual covers a lot of different models produced by TYM and this seat doesn't fold forward. The lower knob allows you to lock in the height of the seat, its best to sit on the seat and get to the desired position and then turn the know to lock it in place.
Don't understand why a company would skimp on an option like this. When you consider rain and hot seat in the sun, it might just make the operator more comfortable! [SAD]
