I have a Kubota B-3030. It is 30 hp. Will this size tractor mow pastures with a 60" rotary mower,assume grass is a foot high. thanks

Yeah, you'll be fine.
I have a JD 2720 (31 engine HP). I went with a 4 footer just due to the size of my trails, but it turns it with no trouble, even in two foot tall grass/weeds. You'll be fine with a 60".
